Oekaki boards are message boards for art. A person can draw a picture using the built-in oekaki program and submit it, along with a comment explaining it. Then everyone visiting the board can comment on the picture as well. The IDO also has a file upload feature, so that people can submit pictures they have made using other media.

Yep, oekaki is a Japanese thing. It's mostly associated with anime, and most other oekaki boards on the web are dominated by anime and fantasy art. Here, of course, the style doesn't matter, as long as the pictures are related to Irish dance!
